Publisher's description: As a result of migration flows in recent decades, substantial populations of different national or ethnic origins from those of the host society have come to live permanently in many of the member states of the Council of Europe. Such people, together with members of certain national minorities, are all too often the target of racist or xenophobic violence and harassment. This publication, based on wide-ranging research by the author in many European countries, proposes detailed practical measures to combat this alarming phenomenon. It calls for an active partnership by all those involved, central and local government, police, judges and prosecutors, housing agencies, youth and education services and voluntary organisations.
